Job Description

Position Summary

We are seeking an experienced PMC HSSE Manager to lead Health Safety Security and Environmental (HSSE) activities for a major Oil & Gas pipeline construction project in Abu Dhabi. The ideal candidate will ensure the implementation of HSSE policies procedures and best practices while fostering a culture of safety and compliance across all project phases. This role requires expertise in HSSE management within the Oil & Gas industry particularly in pipeline construction projects.

Key Responsibilities

  • Develop implement and oversee the HSSE management plan for the pipeline construction project.
  • Ensure compliance with local regulations company policies and international HSSE standards.
  • Conduct risk assessments and develop mitigation strategies to minimize safety and environmental risks.
  • Lead incident investigations root cause analysis and implementation of corrective and preventive actions.
  • Provide HSSE training and awareness programs to project staff and contractors.
  • Monitor and audit construction activities to ensure adherence to HSSE requirements.
  • Collaborate with engineering construction and project management teams to integrate HSSE considerations into all project phases.
  • Maintain HSSE performance reports including leading and lagging indicators for internal and external stakeholders.
  • Facilitate regular HSSE meetings with project teams contractors and client representatives.
  • Promote a proactive HSSE culture and encourage open communication about safety concerns.
  • Ensure emergency response plans are developed tested and ready for deployment.
  • Manage HSSE documentation and ensure proper recordkeeping for compliance and reporting purposes.

Qualifications :

  • Education: Bachelors degree in Environmental Science Engineering Occupational Safety or a related field.
  • Certifications: NEBOSH IOSH or equivalent certifications are mandatory. Additional HSSE qualifications (e.g. ISO 45001 ISO 14001) are preferred.
  • Experience:
    • Minimum 1015 years of HSSE experience with at least 5 years in a managerial role in Oil & Gas pipeline construction projects.
    • Proven track record of working in a PMC environment is highly desirable.
    • Strong understanding of HSE regulations and standards applicable to the Middle East.
  • Skills:
    • Excellent knowledge of HSSE management systems and risk assessment methodologies.
    • Strong leadership and teambuilding skills with the ability to foster a culture of safety.
    • Proficient in incident investigation techniques and root cause analysis.
    • Effective communication and interpersonal skills for engaging with clients contractors and teams.
    • Ability to manage multiple priorities and deliver results in a fastpaced environment.
