Project Planning and Scheduling
- Develop and manage detailed project plans and schedules, including work breakdown structures (WBS), critical path method (CPM), and Gantt charts.
- Coordinate with project managers, engineers, and other stakeholders to ensure the accuracy and realism of project schedules.
- Monitor and control the progress of projects against the planned schedule, identifying and mitigating delays or risks that may impact timelines.
- Conduct regular schedule reviews and provide updated forecasts, highlighting any changes or deviations from the original plan.
- Ensure that schedules are aligned with overall project objectives, milestones, and client requirements.

Cost Estimation and Control
- Develop and maintain cost estimates for projects, covering all phases from design to construction and commissioning.
- Track project costs and compare actual expenditures to the budget, identifying variances and taking corrective actions to ensure projects remain within budget.
- Review project contracts and change orders to ensure that cost estimates are accurate and aligned with contract terms.
- Implement cost control measures and develop strategies to reduce project costs without compromising quality or safety.
- Prepare and maintain cost reports, highlighting any significant cost overruns or savings, and communicate these findings to senior management and stakeholders.

Risk Management
- Identify potential risks related to scheduling and cost, including resource shortages, material price fluctuations, or project scope changes.
- Develop and implement risk mitigation strategies to minimize the impact of risks on project timelines and budgets.
- Perform risk analysis and sensitivity analysis to assess the potential impacts of different variables on project outcomes.

Budgeting and Financial Reporting
- Prepare detailed project budgets, ensuring that all cost elements are accounted for, including labor, materials, equipment, and overheads.
- Manage project financials, including cash flow forecasting, cost-to-complete (CTC) analysis, and contingency planning.
- Provide regular updates on the financial status of the project to senior management, including forecasts for future costs and potential cost overruns.
- Review and approve vendor and subcontractor invoices, ensuring they are consistent with contract terms and the project budget.

Earned Value Management (EVM)
- Implement Earned Value Management (EVM) techniques to assess project performance in terms of cost and schedule.
- Calculate key EVM metrics such as Cost Performance Index (CPI), Schedule Performance Index (SPI), and Estimate at Completion (EAC).
- Use EVM data to make informed decisions about project performance, adjusting plans and budgets as necessary.

Reporting and Documentation
- Prepare and deliver regular reports on project progress, cost status, and schedule performance to stakeholders, including senior management, clients, and contractors.
- Ensure that all project documentation related to planning, scheduling, and cost management is accurate, up-to-date, and accessible.
- Maintain project records, including change orders, delay claims, and cost variances, for audit and future reference.

Contractor and Vendor Management
- Work closely with contractors and vendors to ensure that schedules and costs are adhered to, and resolve any issues or discrepancies.
- Review contracts, tenders, and proposals to ensure that all cost and scheduling aspects are addressed.
- Evaluate the performance of subcontractors in terms of schedule and cost compliance and provide feedback to management.
Desired candidate profile
- Bachelor's Degree in Engineering or equivalent from an accredited university
- Minimum 15+ years’ experience of planning in the oil & gas industry including PMC experience. Experience within FEED & EPC experience.
- Experience in large offshore major projects, Minimum 5 years’ experience in Offshore projects.
- Proficient in the use of Primavera P-6.
- Experience with Project Scheduling and Cost Control
- Good analytical, verbal, and written communication skills to accurately document, report, and present findings
Job Description
Responsibilities :
- Assess Business Plans for execution, Develop strategies and preparation of Operating Budget
- Review and comment on the cost estimates prepared by PMC / Contractors during Conceptual / FEED / EPC phases
- Liaise with the Project Control Engineers of the PMT, manage a team of planning engineers from the Consultants and Contractors, providing them with technical and leadership skills.
- Reviews And implement Cost Estimation, Budgeting, Cost Monitoring & Control, Forecasting and Reporting requirements for execution of Major Projects establishing strategies and priorities
- Strong foreseeability to identify the potential risks/conflicts, and document them.
- Reviews the Exceptional reports of the PMT on Project Control and PMC Monthly Cost Report
