Job Summary

We are seeking a Cost Engineer to join our Assets Maintenance Solutions Department (AMSD) within our Global Manufacturing Excellence Organization. AMSD is responsible for providing maintenance technical consultations towards bestinclass maintenance organization through conducting selective maintenance assessment turnaround assurance and deploying cutting edge technologies and best practice across Global Manufacturing portfolio.

Your primary role will be to to carry out cost engineering functions related to maintenance and turnaround in the Oil & Gas downstream sector (refineries / petrochemicals)

Key Responsibilities:

  • Assist in establishing estimating standards and strategies for maintenance work and turnaround to optimize cost and reduce risks.
  • Review bottomup estimates for yearly maintenance budget.
  • Review bottomup estimates for planned turnaround.
  • Assist in establishing guidelines for yearly budgeting for maintenance and turnaround.
  • Coordinate and work closely with Maintenance Engineer/Turnaround Engineer to prepare/review/finalize initial yearly maintenance budget and turnaround budget.
  • Coordinate and work closely with Maintenance Engineer/Turnaround Engineer to review/finalize midyear and yearend budgets.
  • Carry out spending analysis to identify areas for cost savings and improvement.
  • Conduct replacement vs maintenance cost analysis of assets.
  • Coordinate and work closely with Maintenance Engineer/Turnaround Engineer/Contract Advisor to estimate contract costs during the proposal stage.
  • Coordinate and work closely with Contract Advisor/Contract Engineer to evaluate price bids from a cost engineering point of view.
  • Coordinate and work closely with Contract Advisor/Contract Engineer to prepare and establish cost evaluation criteria.
  • Assist in preparing developing and measuring Key Performance Indicators (KPIs) for cost performance.
  • Maintain computer records of cost estimating standards and guidelines.
  • Coordinate and work closely with Maintenance Engineer/Turnaround Engineer to monitor costs at regular intervals and produce periodic cost reports.

Requirements:

  • Willingness to relocate to Dhahran Saudi Arabia.
  • Hold a Bachelors degree in Engineering preferably in Mechanical Electrical Industrial Construction Production or a closely related discipline.
  • Have a minimum of 10 years of cost engineering experience in maintenance and turnaround.
  • Experience in cost benchmarking such as Solomon will be advantageous.
  • Familiarity and experience with the contracting process and cost engineering in contracting are necessary.
  • Experienced in conducting bottomup estimates for yearly maintenance budgets and planned turnarounds.
  • Proficient in the use of cost estimating tools and the application of market conditions and risk management to estimates.
  • Knowledgeable and experienced in computerestimating programs such as Aspentech CCE (Capital Cost Estimator) etc. and familiarity with estimate databases such as Richardson or similar is required.
  • Experienced with SAP system.
  • Certification in Project Management Professional (PMP) AACECCP (American Association of Cost Engineers Certified Cost Professional) or AACECEP (American Association of Cost Engineers Certified Estimating Professional) will be preferred.
