Tenders and Estimating Manager

Black & Grey HR is recruiting for one of the leadingengineering and construction companies in the UAE. Our client is looking to hire experienced Tenders & Estimating Manager who will be responsible forsupporting the work winning process by using efficient costing and bidding documents, applying various continuous improvements in the process.

- Studies, analyses and evaluates tender documents from a technical point of view in order to identify risk factors, ensuring that technical terms comply with the relevant standards

-Enquires, consults and coordinates with client & consultant representatives for specification/ technical and BOQ clarifications required for tenders and proposals and attends pre-tender meetings (if necessary).

-Reviews and finalizes project cost estimates as prepared by the Estimation Engineer in terms of the required material as per bill of quantities (BOQ), quantities take-off, material/ equipment/ and manpower requirements during the tendering phase; this includes all systems, products and services to client specifications/ requirements.

-Prepares resource plans and provides such construction strategy plans to the Plant/ Workshop to plan the sourcing of equipment to site upon project award.

-Work with the Procurement department to negotiate with approved vendors, suppliers, and subcontractors for various supplies and materials required for the project (pre/post tender).

-Finalizes estimation of all direct and indirect costs and consolidates tender documents for management review and approval.

-Upon project award, provide all relevant project clarifications/information to the Project Manager in accordance with the project budget; advise the Project Manager on contractual rights and remedies that were considered during tendering.

-Work with estimating and planning engineers to address design/system disputes and manage the ---overall scope of work throughout the proposal stage.

-As needed, attend pre-bid meetings and corporate/client presentation meetings.

-Prepares and generates monthly progress reports highlighting tender wins/ losses (indicating reasons) for review and verification of management.

-Keep liaison with Project Manager for the on-site actual execution of projects and lessons learned to be able to prepare future competitive tenders.

Requirements

-Bachelors degree in Civil Engineering,

-Minimum of 20+ years experience in civil construction estimating/ tendering preferably in GCC/UAE.

-Good knowledge of local market in addition to the local requirements and standards.

-Market survey/analysis and establishing contacts.

-Expert knowledge of estimating strategies and techniques, and construction contracts, FIDIC and UAE standards and regulations
