Job description
The GIS Programmer Analyst will work with the GIS Project Manager and City of Philadelphia staff to assist in creating a system design document.
This document will serve as a guide to develop a secure web-based GIS system for evaluating and prioritizing traffic calming requests.
Development will follow an agile framework and may consider additional data elements and datasets identified during the development
process.
The GIS Programmer Analyst will work with the GIS Project Manager and Department of Streets Information Technology unit to ensure appropriate data inputs, analysis approach and outputs, and system
security.
They will prepare final administrator and user documentation
Work activities
Support the GIS Project Manager kickoff, bi-weekly, and closeout meetings.
Communicate with GIS Project Manager, City of Philadelphia staff, and consultants
Develop and deploy a web-based GIS traffic calming request system using an agile framework
Prepare final administrative and user documentation
Skills Required
Experience with ArcGIS, ArcGIS Online, and Web-based mapping, such as Web App Builder and ArGIS Instant Apps
Experience GIS data analysis
Experience GIS application development
Experience with ESRI Portal and ArcGIS Server
Experience with building ETL Processes and using Model Builder
Experience preparing system documentation
Highly Desired/Preferred
Experience with traffic management and associated data
Experience with City of Philadelphia GIS resources
Experience with City works AMS
Maintaining the existing Oracle Data Warehouse environment and ETL development. experience in Informatica and SQL. This involves using Informatica and SQL to load tables and generate files for federal reporting. In addition, this individual may be requested to provide recommendations, documentation, and knowledge transfer to the CDE staff. Informatica Skills Strong development skills: ability to develop very difficult or complicated transformation from scratch Strong administrative skills including repository management and knowledge of best practices regarding Informatica Strong oral and written communication skills working with both business users and technical staff The contractor shall develop, maintain, and support Extract Transform and Load processes which are written using Informatica and SQL. The contractor shall use Informatica and SQL to load the CDE Data Warehouse tables and generate Ed Facts files for federal reporting.
