Rough Sleeper Coordinator - Initially 3 months - 37 hours per week - 28.04ph PAYE or 35.00ph Umbrella

The Rough Sleeper Coordinator role coordinates the activities of all the officers who engage with our rough sleepers including the Tenancy Sustainment Officer, Private Rented Sector Officer, Outreach Workers and the third sector, and ensures relevant returns are made to the Central Government.

Job Duties
  1. To work with the outreach contract workers in the completion of housing needs assessments for rough sleepers identified during outreach patrols to determine what actions can be taken to resolve housing and support needs.
  2. To conduct home visits to appropriate locations both inside and outside the borough, as and when is necessary, to assist in the investigation of homelessness applications.
  3. To keep abreast of developments in all aspects of private sector housing law, including the Protection from Eviction Act 1977 as amended and Tenancy rights under the Housing Actand 2004 Act.
  4. Assess and determine to what extent legal action should be initiated or defended and the tactics as appropriate, in the exercise of our powers and duties under the Protection from Eviction Act 1977, Housing Act 1996 and other relevant legislation in all cases.
  5. To provide the Housing Solutions Service from different locations throughout the borough, including working on a roster basis within corporate working hours where the need is identified.
  6. To conduct outreach work aimed at promoting the work of the Housing Solutions Service, preventing future homelessness and promoting alternatives to social housing, as required.
  7. To develop and maintain an up to date knowledge of the different housing options available to service users seeking accommodation and systems of access to housing of all types including; the private rented sector, intermediate housing schemes, and supported housing.
  8. To deal with enquiries, complaints and correspondence from clients cross-service and multi-agency meetings relating to housing advice
  9. Participate in talks and presentations to agencies working with people with housing problems, whether in the statutory or voluntary sectors, on how the Council and others can assist with housing problems.
Essential requirements
  1. Hold an appropriate qualification in a relevant field: NVQ, Diploma, relevant degree or relevant experience.
  2. Knowledge of the services and legislative environment regarding housing, health, work and immigration as it relates to homeless people.
  3. Ability to have and maintain a thorough and up to date knowledge of relevant policy and strategy areas, including, but not exclusively:
    a. Thurrock s housing strategy and related sub strategies
    b. Thurrock s social housing allocations policy,
    c. The Homeless Reduction Act 2017
    d. The Housing Act 1996 Part VI
    e. Codes of guidance from central government
    f. DWP guidance on personal and housing benefits.
  4. Have excellent working knowledge of Homelessness & Housing law including the protection from Eviction Act 1977, Housing Act 1996, and 1988, and the HMO licensing regime under the Housing Act 2004.
  5. A good working knowledge of housing benefit rules, and of the supply and demand issues related to public sector and private housing in an inner London council.
