Procurement Manager - Federal Contracting Regulations

Requirements:

• Candidate must have procurement experience for minimum 4 years in UAE

• Candidate must be proficient with federal contracting regulation/FAR/DFARS.
  

Responsibilities:

• Procurement of complex construction professional and technical services
• Preparation of proposal deliverables related to subcontracting including pricing of subcontracted construction professional and technical services.
• Procurement lead for internal and external audits
• Negotiate terms and conditions under minimal supervision.
• Responsible and accountable for Procurements compliance with established policies and procedures.
• Participate in development of project execution plans.
• Oversee all matters relating to the acquisition of goods and services for a project during the proposal process.
• Manage procurement resources and direct procurement activities to support the planning and execution of assigned projects.
• Review major purchase orders and subcontracts and participate in major negotiations with suppliers and subcontractors.
• Plan and budget the procurement resources and systems necessary to support projects.
• Understand changing market conditions regarding trends in the pricing of materials equipment and services.
• Identify and develop procurement training material deliver training to procurement and business unit staff.
• Mobilization and demobilization of staff supporting projects.

• Extensive knowledge of the project delivery processes and Federal procurement policies and procedures.
• Extensive knowledge of federal government contractual compliance requirements
• Extensive knowledge and ability to independently review exceptions changes to terms and conditions and negotiate resolution with oversight from required reviewers.
• Extensive knowledge of competitive sole source procurements
• Extensive knowledge of cost and price analysis
• Strong verbal communications and writing skills.
• Communicates effectively with subcontractors project teams and support organizations.
• Sound leadership and management skills
• Proficient user of Microsoft Office software
• Proficient in procurement systems and tools
