E&I Estimator – EPC Tenders

• Perform and verify quantity take-offs from single-line diagrams cable schedules instrument index I/O lists hook-up drawings cable routing earthing and lighting layouts; where FEED is limited develop quantities from benchmarks ratios and historical data.
• Identify scope gaps ambiguities and risks including vendor-package free-issue and contractor scope splits and prepare technical queries and clarifications for the client.
  • Develop detailed estimates for the entire scope Electrical & instrument works.
• Build unit rates from first principles (labour plant materials subcontract) using productivity norms adjusted for Middle East conditions summer working-hour restrictions remote desert sites and logistics.
• Prepare manpower histograms tools and test equipment requirements and durations and provide inputs to planning and site indirects.
• Tight tender timelines often with several bids running in parallel.
• Pricing lump-sum work with limited FEED where cable and instrument quantities are often only indicative with the risk of quantity growth.
• Volatile copper prices and long lead times for major electrical equipment and packaged control systems.
• Complex scope splits between vendor packages client free-issue items and contractor scope.
• Different client standards methods of measurement and commercial conditions from country to country.

Qualifications :

• Bachelors degree in Electrical Electronics or Instrumentation Engineering (mandatory).
• 57 years of estimating experience in EPC Oil & Gas / Refinery / Petrochemical projects preferably with at least 3 years in the GCC.
• Hands-on pricing of the E&I scope of NOC tenders (e.g. ADNOC Saudi Aramco QatarEnergy PDO KOC).
