Responsibilities

• Establish and oversee an evaluations capability consistent with Evidence-Based Policymaking Act requirements applying evaluation techniques and data analytics.
• Support the evidence officer in managing evidence act evaluations.
• Support CWMD program managers/directors in data collection and development of reports.
• Develop operational and policy findings and recommendations that are logically based on analyses of collected data.
• Develop evaluation plans for discrete evaluations as well as enterprise-level evaluation programs.
• Develop written and verbal evaluations reports.
• Develop planning to implement capacity assessment recommendations.
• Experience utilizing analytical and evaluative methods and techniques, including conducting both qualitative and quantitative analyses.
• Support other programmatic support needs.
• Travel as needed to fulfill responsibilities.
  

Qualifications

• Master's degree in social sciences or accounting, or Juris Doctor (JD) degree.
• Minimum of 10 years of experience, preferably in conducting organizational evaluation or operations research systems analysis.
• In lieu of a Master's degree, a Bachelor's degree with a minimum of 11 years of experience is required
• Active Secret Clearance and ability to obtain DHS Suitability.
• Excellent written and verbal communication skills.
• Strong interpersonal skills.
