Responsibilities:• Develop the Estimation Department.
s strategic objectives and plans, ensure that they are communicated and implemented within the department.• Develop the Estimation Department.
s annual budget, ensure all employees are working towards the Department s goals and objectives.• Estimate and benchmark large projects/programs at pre-contract stages.• Client and stakeholder management. Strong negotiation skills to agree on sub-contracts with third parties.• Internal program and governance management.• Managing and assisting technical teams to prepare task orders/work packages. Cost planning, procurement and tendering, contract administration etc.• Reporting and leveraging on project commercial performance including internal profit and loss.• Ensure time charge hours are properly captured and invoiced on time.• Support win work strategy including bid writing and key account management.• Preparation of task orders, contract letters, and communications.• Understand the project.
s financial control systems use and internal governance procedures of a large company.• Use of CostX QS software or similar, for preparation of estimates, cost plans and BBQs.Qualifications and Experience:• Minimum 10 years post qualification experience• 5+ years Middle East construction experience• BSc Quantity Surveying Degree, ideally from a UK university• MRICS professional membership preferred
