A leading industrial paper manufacturing facility located in Abu Dhabi UAE this organisation is the first and largest producer of printing and writing paper in the GCC and MENA region. Operating across a 250000 sqm industrial site the facility produces high-quality uncoated woodfree paper reels folio-size paper and cut-size finished goods with an annual production capacity of 325000 metric tonnes. The organisation exports its products to over 50 countries across six continents and operates in full compliance with global environmental standards sourcing pulp exclusively from certified sustainable forests.
Role Overview
We are seeking a competent and experienced HSE Officer to support the implementation and monitoring of health safety and environmental programmes across our industrial facility. The role is critical to maintaining a safe working environment in compliance with UAE regulatory requirements and international HSE standards.
Key Responsibilities
Implement and monitor the site HSE management system in line with ISO 45001 ISO 14001 and UAE OSHAD/AD EHSMS regulatory frameworks
Conduct regular site inspections risk assessments and hazard identification audits
Investigate incidents accidents and near misses; prepare detailed reports and implement corrective actions
Deliver HSE inductions toolbox talks and ongoing safety training for all site personnel
Maintain and update HSE documentation including risk registers emergency response plans and safety procedures
Manage permit-to-work (PTW) systems and ensure compliance by contractors and employees
Monitor environmental performance including waste management emissions and effluent disposal
Liaise with Abu Dhabi regulatory authorities on HSE matters inspections and compliance reporting
Promote a positive safety culture across all departments through engagement and communication
Prepare and present monthly HSE performance reports to management
Requirements
Bachelors degree or diploma in Occupational Health & Safety Environmental Science or a related field
NEBOSH International General Certificate (IGC) or equivalent - required
Minimum 3 5 years of HSE experience in an industrial manufacturing or heavy process environment
Strong knowledge of UAE OSHAD standards AD EHSMS and relevant federal HSE legislation
Experience managing PTW systems and conducting incident investigations
Proficiency in English (written and spoken); Arabic is an advantage
Strong communication and reporting skills
Preferred Qualifications
NEBOSH Diploma IOSH or ISO 45001 Lead Auditor certification
Experience in the paper chemicals or process manufacturing sector
Familiarity with Abu Dhabi Industrial City (ICAD) regulatory requirements
