Job Description

Support management during the main bidding process, including evaluating and evaluating bids, evaluating risk factors, and estimating material, equipment, and manpower needs.
Study, analyze and evaluate bidding documents for hard and soft services to identify risk factors and coordinate with department heads/principal engineer for comprehensive risk assessment and bidding decision making.
Lead and manage the development of high-quality submissions, including client pre-qualification, presentations, and associated documentation.
Inquire, consult and coordinate with clients/their representatives for specifications/clarifications required for tenders and commercial offers.
Survey sites and participate in initial, intermediate and final bid meetings (if necessary).
Present bidding aspects - risk factors, bidding decisions, all bidding related issues and concerns during monthly management meetings.
Prepare technical and commercial proposals in accordance with RFP requirements, including bid executive summary, company introduction, bid organization table, methodology statement for each service (e.g. hard and soft services), mobilization and relocation plan, manpower/resource chart, training plan, quality management, health Safety, etc.
Request and follow up on required special service providers, equipment manufacturers and material suppliers during bidding in accordance with RFP requirements to achieve cost efficiencies.
Review and complete project cost estimates regarding materials required (e.g. spare parts and consumables) according to bills of quantities (BOQ), quantity of work, material/equipment and manpower requirements during the tender stage; This includes all systems, products and services as per client specifications/requirements as per RFP.
Win new business by developing client relationships focused on solutions that deliver business excellence for both clients and contractors.
Ensure compliance with all sales monitoring and reporting activities.
Negotiating with approved suppliers/suppliers and under-sourcing contractors for special services/materials as per RFP requirements.
Estimate manpower, spare parts and consumables required for hard and soft services as per RFP requirements.
Complete estimate and compile cost sheet and bid documents for management review and approval.
Provide all necessary clarifications/information for the project when awarding it to the project engineer and team according to the project budget
