Senior Procurement Specialist - S3 Inc

S3 International requires a Senior Financial Analyst (Senior Procurement Specialist) to support FMS government contracts in the Kingdom of Saudi Arabia.

Description:

The Senior Financial Analyst prepares reviews and monitors complex contracts for the acquisition of goods services and other activities to ensure compliance with USG and KSA laws and regulations. Also acts as a key technical expert on financial analysis issues concerns and special projects. Interfaces with management responding to their requests for financial data and to resolve reporting and compliance issues.

Responsibilities:

• Assists PM with training of program management team and assignment of responsibilities to US and Saudi employees.
• Prepares special reports and financial studies for management and alerts them to significant variances in the plan.
• Coordinates negotiates and resolves financial compliance issues with various governmental agencies to ensure accurate interpretation.
• Conducts and may lead audits using the CostPoint Accounting System.
• Performs financial analysis within the guidelines of DAR/FAR Contractor Purchasing System Review (CPSR) and other applicable government regulations.

Qualifications:

• Bachelors Degree in Finance Accounting Business Administration or a related field or
• Equivalent experience. Masters Degree substitutes for 2 years of required relevant experience.
• 8 years of relevant DoD financial analysis experience including a thorough knowledge of DAR/FAR Contractor Purchasing System Review (CPSR) and other applicable government regulations.
• Combined total of 12 years of overall experience DOD and/or Commercial finance.
• At least 1 year of previous experience with ISO 9100:2015 or AS9100 as well as 1 year experience working Government Funds Enterprise Business Systems (GFEBS).
• Must also have at least 2 years of experience working with Cost Point Accounting System and have a strong working knowledge of auditing processes.
• Must be willing to deploy to Riyadh Kingdom of Saudi Arabia for a 12month assignment and must be willing to work other than standard work schedule.
• Must also be willing to submit to a drug prevention screening test prior to deployment OCONUS.
