Basic requirement
Manage all the IM activities (knowledge, data and document management) and the IM deliverables for the assigned Capital Project and will ensure timely completion to the required quality standards and effective handover of the information to the Asset Operations teams.
Exercise information control in order to track delivery against plan / contractual obligations, manage information development, status reviews and approval workflows, audit trails review and approval workflow and audit trail and finally, ensure and demonstrate compliance with regulatory standards, both from a global and where applicable, local perspective.

Requirements

Principal Accountabilities
  • Refer to the Project Standard / Project Guide 15 Information Management for a generic description of the work processes and mandatory deliverables that govern the engineering Information Management processes in a Capital Project.
The Project IM Lead shall:
  • Develop and maintain the Project IM Strategy and the IM Plan ensuring compliance with the relevant global standards and solutions e.g. DEP Engineering Information Specification (DEP EIS).
  • Provide IM input to the Project Execution Strategy (PES) and later to the Project Execution Plan (PEP). Develop and implement IM general guidelines and procedures for the owner s project team, design / execution contractors and equipment vendors for the relevant ORP phase.
  • Produce and implement the Project Information Specification and the IM Discipline Delivery Plan.
  • Ensure that the IM requirements are included in the design / execution contracts through the contract-specific IM Scope of Work and Information Specification. Contribute to the Prequalification and ITT packages and to the evaluation of bids. Ensure that the IM requirements are implemented by contractors and that the compliance is tested regularly.
  • Facilitate provision of the document control services at all of the Capital Project s locations including e.g. home office, engineering offices and construction sites.
  • Facilitate the data control process in the Capital Project and undertake a role of the Data Coordinator (ref. the Group s Data Control Procedure, EP 2005-5135).
  • Assist in the management of the Computerized Maintenance Management System (CMMS) build. Develop a Handover Plan and facilitate the effective handover of the project information and any related tools between the major execution contractors (e.g. from individual EPCs to an EPcM), between the contractors and the owner s project team and eventually, handover to the Operations team.
  • At each project phase undertake the IM-related mandatory value assurance activities for that phase as defined in the Project Controls and Assurance Plan (PCAP). Facilitate implementation of the FLAWLESS process (Q Area 11 Information).
  • The Project IM Lead will keep a two-way communication with the Discipline IM/IT Team in the Capital Projects IM/IT Delivery Vertical and will provide feedback on the Project Standard / Guide 15, DEP EIS and other relevant documents, contributing to their continuous improvement.
  • In the Capital Project the Project IM Lead will coordinate a team of IM professionals and therefore will assume a set of responsibilities as follows:
  • Lead a team of document and data control professionals in a highly volatile, often culturally and geographically diverse environment.
  • Contribute to the annual GPA/IDP cycle.
  • The Project IM Lead is required to demonstrate visible leadership as well as personal commitment to Health, Safety and the Environment.
Dimensions
  • In a Capital Project the IM Lead will be supervised by the IM/IT Programme Manager (PIM), which is typically an EC-4 position. The IM team s size varies project to project depending on the chosen governance model and size / complexity of the project, between 3 50+ FTE. Over the Project s lifecycle the IM spend can amount to ca. 1% of the Project s CAPEX.
Special Challenges
  • Managing complex interfaces across organizational and geographic boundaries: the owner s team, major execution contractors and suppliers and other Project IM Leads.
  • Coordinating IM activity across a number of capital projects which may be at various stages of the ORP.
  • Working in a fast moving, rapidly changing and dynamic environment of a major Capital Project.
Experience and Qualifications Required
  • Must have past experience as a Data Control Lead, Document Control Lead
  • Previous exposure to the Upstream / Downstream environment in project engineering, project services or discipline engineering role is desirable but not essential.
  • Past project management experience essential.
Knowledge of
  • Data / document control processes and systems in major capital projects, solutions and applications that facilitate them EDW, EDMS, reporting software such as Crystal, BO, MS Access, etc.
  • Interface management in the major execution contracts (FEED, EPC, EPCM, etc.).
