HSE Construction Engineer

Check and ensure that all field activities are conducted in accordance with health and safety policy, regulations, standards and procedures, and enhance all preventive and corrective actions as appropriate.
To perform Occupational Hazard Analysis (JHA) and participate in Job Safety Analysis (JSA).
Check the suitability and application of the site health and safety plan and all relevant procedures, and prepare any amendments.
Updating health and safety documentation during all stages of construction where required.
Verify that subcontractors carry out their activities in accordance with all health and safety procedures, regulations and standards, and promote all necessary procedures to ensure compliance with said procedures and regulations.
Organize, plan and directly participate in periodic health and safety inspections and rounds of site audits, prepare all relevant reports, action plans, and verify follow-up prompt implementation of corrective actions.
Organize, coordinate and participate directly in health and safety training activities on site.
Organize and participate in all relevant health and safety meetings on site, and prepare relevant meeting minutes.
Collaborate with the client regarding the issuance of any necessary work permits.
Organizing a full investigation of incidents if they occur, with the aim of identifying corrective measures to avoid their recurrence.
Maintain records of incidents, identifying areas that need to be addressed for prevention.
Perform and/or enhance personal education/training.
Lead and coordinate the work of the on-site HSE Committee (composed of HSE representatives of contractors and sub-contractors).
Lead and coordinate the on-site emergency response team and firefighting team, and organize model emergency training and exercises.
Preparation of HSE department monthly construction progress report and other periodic reports.
Prepare and update health and safety statistics on site, and verify performance against health and safety performance goals and indicators for the project and company.
Propose a recovery plan in case of mismatch.
