The Manager Core People Operations will be responsible for leading and managing onboarding offboarding and people operations compliance across 8 countries in the MENA region. This role will oversee key operational processes including immigration (visas and work permits) pension and social security administration for both blue-collar and white-collar employees.
The role requires strong expertise in regional labour and immigration regulations as well as the ability to collaborate effectively with multiple stakeholders to ensure compliant efficient and consistent people operations across the region.
Employee Lifecycle Management
Own and manage end-to-end onboarding and offboarding processes across all assigned countries ensuring compliance with local labor laws and company policies
Ensure smooth coordination between HR payroll IT facilities and business leaders for employee transitions
Maintain accurate employee records and documentation throughout the employee lifecycle
Immigration Visas & Work Permits
Oversee all visa work permit and residency processes for expatriate and local employees
Act as the main point of contact with government authorities immigration offices and external agents
Monitor changes in immigration laws and ensure proactive compliance across all countries
Pension & Social Security Administration
Manage pension social security and statutory benefit registrations contributions and deregistrations
Ensure accurate and timely submissions in line with country-specific regulations
Partner closely with payroll and finance teams to ensure alignment and compliance
Regional Compliance & Governance
Ensure HR operational practices comply with local labor laws social security regulations and immigration requirements across all 8 countries
Maintain SOPs process documentation and audit-ready records
Support internal and external audits related to people operations
Stakeholder Management & Collaboration
Partner with HR Business Partners Payroll Finance Legal IT and external vendors to deliver seamless people operations
Provide guidance to business leaders and managers on people operations topics
Manage relationships with third-party providers (immigration consultants government portals benefit administrators)
Team Leadership & Process Improvement
Lead coach and develop the core people operations team (if applicable)
Drive process standardization and continuous improvement while respecting local country requirements
Identify opportunities for automation and efficiency through HR systems and tools
Qualifications :
710 years of experience in HR Operations / People Operations with regional exposure
Strong hands-on experience managing onboarding offboarding visas work permits pension and social security
Proven experience supporting multiple countries preferably within the MENA region
Experience working with both blue-collar and white-collar workforces
Solid understanding of labor laws immigration processes and statutory benefits
Experience working in a matrixed multi-stakeholder environment
