Minimum Qualifications & Experience
- A bachelors degree in relevant engineering or equivalent from an accredited university with a minimum of fifteen (15) years of relevant experience in the Oil & Gas or Petrochemical industry
- Must have at least five (5) years of experience in similar position in mega Oil & Gas or Petrochemical projects.
- ADNOC project experience is required
- Offshore project experience is required
- PMC experiences are preferrable.
- Experience in FEED & EPC Phases is required.
- ISO 9001 Lead Auditor certification is preferred.
- ASQ Certified Quality Engineer (CQE) or equivalent professional certification is an advantage.
- Experience with procurement quality for offshore platforms subsea systems pipelines mechanical packages electrical and instrumentation equipment.
- Familiarity with Third-Party Inspection Agencies and international manufacturers.
- Demonstrated ability to manage procurement quality activities across Concept FEED EPC construction pre-commissioning commissioning and project close-out phases.

Job Purpose
The Procurement Quality Specialist is responsible for ensuring that all procured materials equipment and packages for ADNOC Offshore projects comply with project specifications ADNOC standards applicable international codes and contractual quality requirements. Working within the Project Management Consultancy (PMC) team the role provides quality surveillance throughout the procurement lifecycle including supplier qualification bid evaluation manufacturing inspection testing documentation review preservation delivery and handover for offshore Greenfield and Brownfield developments.
Key Responsibilities
Procurement Quality Management
- Develop and implement procurement quality surveillance strategies in line with project and ADNOC requirements.
- Ensure procurement activities comply with the approved Project Quality Plan and Inspection & Test Plans (ITPs).
- Monitor supplier quality performance and drive continuous improvement initiatives.
- Ensure quality requirements are incorporated into procurement documents and purchase orders.
Supplier Qualification & Assessment
- Participate in supplier prequalification and technical capability assessments.
- Perform supplier quality audits and surveillance visits.
- Assess manufacturers quality management systems and manufacturing capabilities.
- Verify supplier compliance with ISO 9001 and project-specific quality requirements.
- Monitor supplier corrective and preventive actions (CAPA).
Procurement Support
- Review purchase requisitions material requisitions procurement specifications and quality requirements.
- Review vendor quality plans manufacturing procedures inspection procedures welding procedures NDT procedures and coating procedures.
- Participate in technical bid evaluations from a quality perspective.
- Ensure procurement documents clearly define inspection and testing requirements.
Vendor Surveillance
- Coordinate and monitor vendor inspections throughout manufacturing.
- Witness critical manufacturing activities including:
- Material identification
- Fabrication
- Welding
- Heat treatment
- Non-Destructive Testing (NDT)
- Hydrostatic testing
- Functional testing
- Factory Acceptance Tests (FAT)
- Preservation and packing
- Monitor manufacturing progress against approved Inspection & Test Plans.
Inspection & Testing
- Review Inspection and Test Plans (ITPs).
- Coordinate Third-Party Inspection Agency (TPIA) activities.
- Review inspection reports and release documentation.
- Verify material traceability throughout manufacturing.
- Ensure compliance with approved welding and NDT procedures.
- Review calibration records and test certificates.
Material Quality Assurance
- Ensure compliance with project material specifications.
- Verify Material Test Certificates (MTCs) and Certificates of Compliance (CoCs).
- Review Positive Material Identification (PMI) records.
- Ensure traceability from raw materials through final product.
- Review coating painting insulation and preservation records.
Non-Conformance Management
- Review supplier Non-Conformance Reports (NCRs).
- Monitor corrective and preventive actions.
- Participate in root cause analysis.
- Ensure timely closure of quality issues.
- Escalate critical quality concerns to project management.
Documentation & Certification
- Review Manufacturing Record Books (MRBs).
- Verify final quality dossiers.
- Ensure vendor documentation is complete before shipment.
- Review Inspection Release Notes (IRNs) shipping release documentation and final acceptance certificates.
- Ensure all quality records are maintained in the project document management system.
Interface & Coordination
- Coordinate with Procurement Engineering Construction Expediting Logistics Inspection Agencies and Vendors.
- Support Engineering during technical clarifications.
- Participate in progress meetings with suppliers.
- Provide procurement quality status reports to the PMC management team.
- Support site teams during receipt inspections and material acceptance.
HSE & Compliance
- Promote ADNOCs HSE culture and ensure quality activities are carried out safely.
- Ensure compliance with ADNOC engineering standards project specifications and international codes.
- Participate in quality audits management reviews and lessons learned sessions.
