The project: Ministry of Transportation (MTO) Highway Corridor Management System (HCMS)

MTO is responsible for safe, efficient, and sustainable provincial highway corridors that enable mobility and economic development in alignment with provincial transportation and highway expansion plans, through an approach that is client focused and partnership MTO processes 5,000 to 7,000 permits As the highway corridor management function involves several complex and inter-connected sub-functions, the HCMS product development has been planned in a manner to help ensure that features and components benefit from continuous user

The HCMS product overall is intended to provide an end-to-end online solution for businesses and individuals to:

Secure approvals for all work, including land developments, adjacent to provincial highways

Enable seamless, integrated services across all corridor management functions, eliminating the need to provide the same information more than once and making sure that the results of one review process are readily available to related reviews; and

Automate and streamline the integration of pre-consultations, major land use planning and development Land Development Reviews and permit

Requirements

Evaluation Criteria:

Microsoft/Azure Development and Quality Assurance Experience - 50%

Experience with the following technologies:

.NET Framework, .NET Core-based design, development and testing

C#, TypeScript, JavaScript, SQL development components

MVC Programming

Web front-end (HTML 5, CSS3, Angular), Web API s and web services design,

development and testing

Azure SQL & MS SQL Server all supported versions

CICD Pipeline Setup & Management
