We are seeking a motivated and technically competent Proposal Engineer (Oil & Gas) specializing in Fire Fighting Systems to join our commercial and engineering team. The successful candidate will prepare competitive technically accurate proposals and quotations for fire fighting systems on upstream midstream and downstream projects. Key Responsibilities Proposal Preparation & Technical Sales Support
Lead preparation of proposals technical offers tender submissions and cost estimates for fire fighting systems including fixed water/foam systems deluge sprinkler foam monitors hydrants and associated pumps and pipework.
Review tender documents scope of work specifications and contract terms to identify risks clarifications and assumptions; prepare compliant bid outlines and commercial schedules.
Develop scope breakdowns equipment lists BOMs and preliminary layouts in collaboration with design engineering and procurement teams to ensure constructible and costed solutions.
Produce technical calculations and design basis documents for fire water demand hydraulic calculations foam system sizing and pump selection in line with client specifications and relevant codes.
Coordinate with suppliers and subcontractors to obtain technical data vendor quotations and lead time information; evaluate alternatives to optimise cost and delivery.
Prepare and present value-engineering proposals and cost reduction options while maintaining compliance to safety and performance standards.
Maintain version-controlled proposal documentation ensure consistency of technical content and compile submission packs including drawings datasheets and method statements.
Support commercial negotiations by providing technical input to contract terms scope clarifications and post-tender queries.
Required Skills Technical Commercial Communication
Practical experience in preparing proposals and technical bids for fire fighting systems within oil & gas petrochemical or industrial sectors.
Strong understanding of fire protection principles relevant standards and codes (e.g. NFPA LPCB ISO where applicable) and statutory requirements for oil & gas facilities.
Competence in hydraulic calculations pump and nozzle selection foam system design and sizing methodologies.
Commercial awareness with the ability to prepare detailed cost estimates margin analysis and risk assessments.
Excellent written and verbal communication skills in English; able to produce clear technical documents and present proposals to clients and internal stakeholders.
Proficiency with MS Office (Excel for estimating Word for documents PowerPoint for presentations) and familiarity with CAD tools or hydraulic calculation software is desirable.
Strong organisational skills attention to detail and the ability to manage multiple bids to tight deadlines.
Qualifications & Experience
Bachelors degree in Mechanical Engineering Fire Protection Engineering or a related engineering discipline or equivalent practical experience.
Typically 3 years experience in proposal engineering estimating or design roles for fire fighting or fire protection systems in oil & gas petrochemical or industrial projects.
Proven experience liaising with vendors and preparing technical vendor enquiries and evaluations.
Familiarity with contract types bid processes and project delivery models used within the oil & gas sector is advantageous.
