Site HSE Manager (EPC Oil & Gas)

Roles and Responsibilities

  • Ensure effective implementation of Project HSE plan and procedures for their area of work and type of activities.
  • Carry out a risk assessment on the site to determine potential hazards and risk levels.
  • Act as an HSE representative on-site for all site HSE issues and liaise with contractor for HSE issues related to site activities.
  • Develop and seek approvals for project-required HSE plans procedures and safety equipment if applicable.
  • Conduct safety audits both internal and external.
  • Take part in accident-incident investigation.
  • Carry out analysis of accident-incident statistics identifying trends and suggesting improvement plans.
  • Liaise between clients on safety-related issues.
  • Monitor the effective implementation of appropriate safety and environment systems.
  • Assess the commercial engineering and operations departments in their dealings with clients in all issues concerned with health and safety at work.
  • Implement an effective communication system.
  • Organize and lead HSE review meetings.
  • Organize training on health and safety aspects within the projects.
  • Carry out investigations into all accidents and near-miss incidents and record the findings on the relevant forms.
  • Ensure workers are properly qualified and trained to perform their work know what is expected of them and are prepared to deal with the hazards of their work and work sites.
  • Report to management regarding HSE performance.
  • Ensure adherence to QA/QC policies and procedures.
  • Ensure adherence to HSE policies and procedures.
  • Perform in accordance with OSH standards.

Requirements

  • Bachelors degree preferably in Engineering or Science from a reputed university.
  • Minimum NEBOSH GC / IGC.
  • Diploma in Safety / HSE.
  • Additional HSE certifications are desired.
  • Lead Auditor certification in ISO 14001 and ISO 45001 (or equivalent).
  • Other HSE training and certifications will be an added advantage.
  • Minimum 12 years of work experience with at least 5 years in managing and ensuring the implementation of HSE and welfare requirements in the oil and gas industry.
  • Ability to lead a team of HSE professionals such as HSE Engineers Senior HSE Officers and HSE Officers.
  • Strong understanding of HSE management systems and legislative requirements.
  • Broad knowledge and hands-on experience in risk assessments and audit processes.
  • Proficient in developing and implementing annual HSE plans.
  • Competency in Permit to Work (PTW) systems and gas testing.
  • Awareness of H2S and breathing apparatus usage.
  • Skilled in incident analysis and application of root cause analysis techniques.
  • Capable of developing emergency response procedures and plans.
  • Proficient in English (speaking reading and writing) with strong communication skills.
  • Effective interpersonal skills and excellent verbal and written communication abilities.
