Roles and responsibilities
- Develop the contractual requirements relating to cost control & estimation, invoicing of payment & variations to be stipulated in the Agreements (FEED, PMC, EPC etc.) and incorporate them into the tender documents/ agreement
- Evaluate the technical bids (PMC, FEED and EPC) to ascertain compliance to the specified requirements and provide clarifications to the bidders for the same
- Prepare relevant portion of the Technical Evaluation Report and to finalize the relevant portion of the contract documents after incorporating all bulletins issued and clarifications received during the tender stage
- Evaluate Variation requests/ claims by contractors and to make in-depth analysis of all cost related submittal from consultants and prepare counters estimates taking into consideration contractual schedule of unit rates for variation and make appropriate recommendations to management for approval.
- Prepare AFE/ AFOU for all ongoing projects for management approval
- Coordinate with the Project Control Managers of all Project Management Consultant (PMC), to ensure adherence to the Project Control Procedures and other requirements throughout the project duration to achieve successful project implementation
- Ensures charges of the costs to correct account codes
Qualifications
- Bachelor of Engineering in related discipline
- Minimum 14+ years of experience in Oil and Gas industry with 5 years of experience in similar role
- ADNOC projects experience is mandatory

- Managing cost-related risks and finding solutions to potential cost overruns.
3. Financial Analysis & Reporting
- Proficient in analyzing financial data and trends.
- Ability to prepare regular financial reports and present findings to stakeholders.
- Experience in variance analysis to identify discrepancies between budgeted and actual costs.
4. Contract Management & Negotiation
- Understanding of various types of contracts (e.g., lump sum, cost-plus, time and materials).
- Ability to negotiate and monitor contracts to ensure cost control.
- Risk management related to contract terms and conditions.
5. Cost Control Systems
- Proficient in using cost control software (e.g., Primavera P6, SAP, Procore, or other enterprise resource planning tools).
- Ability to design and implement cost management systems that track and report on project performance.
6. Data Analysis & Forecasting
- Strong ability to analyze historical data to predict future project costs.
- Use of statistical tools and techniques to improve cost predictions and mitigate future risks.
7. Leadership & Communication
- Ability to lead and mentor junior cost engineers or teams.
- Strong communication skills to present cost reports, concerns, and recommendations to stakeholders.
- Collaborating with project teams to ensure alignment with cost objectives.
