Health, Safety, and Environmental Management
- Develop, implement, and maintain HSE policies, procedures, and guidelines to ensure workplace safety and environmental protection.
- Lead the implementation of HSE programs, ensuring compliance with relevant laws, regulations, and internal standards.
- Conduct risk assessments and hazard analyses to identify potential safety or environmental hazards in the workplace and recommend mitigation measures.
- Review and ensure the proper implementation of HSE documentation, including safety data sheets (SDS), environmental permits, and inspection reports.

Incident Investigation and Reporting
- Lead the investigation of accidents, incidents, and near-misses to identify root causes and implement corrective actions to prevent recurrence.
- Prepare detailed incident reports, including analysis, recommendations, and preventive actions, and communicate findings to management and regulatory authorities.
- Ensure proper documentation of incidents in accordance with legal and corporate requirements.

Regulatory Compliance and Auditing
- Monitor and ensure compliance with local, national, and international HSE regulations (e.g., OSHA, EPA, ISO 14001, ISO 45001).
- Conduct regular HSE audits and inspections to ensure that all work processes, facilities, and equipment comply with safety, health, and environmental regulations.
- Ensure that corrective and preventive actions are taken in response to audit findings and inspections, and track progress to resolution.
- Serve as the point of contact for external regulatory bodies, ensuring that the company is prepared for inspections and audits.

Safety Training and Awareness
- Develop and deliver safety training programs to employees, contractors, and vendors to raise awareness and ensure compliance with safety protocols.
- Provide guidance on HSE practices and procedures, promoting a safety-first culture across all levels of the organization.
- Ensure that employees are trained on the proper use of personal protective equipment (PPE), emergency response protocols, and safe work practices.
- Maintain records of safety training and certifications to ensure compliance with regulatory requirements.

Emergency Response Planning and Drills
- Lead the development and implementation of emergency response plans (ERPs) for potential accidents, spills, fires, or environmental hazards.
- Coordinate and conduct emergency response drills to ensure that employees and contractors are prepared to respond effectively to emergencies.
- Evaluate the effectiveness of drills and update emergency response plans based on lessons learned.

Environmental Management
- Ensure that environmental impact assessments (EIAs) are conducted for projects or operations that may affect the environment.
- Monitor environmental performance and compliance, including waste management, water and air quality, noise control, and hazardous material handling.
- Work with the environmental team to implement sustainability initiatives and minimize the environmental footprint of operations.

Risk Management and Safety Performance Metrics
- Develop and implement risk management strategies, including the identification, evaluation, and mitigation of safety and environmental risks.
- Monitor safety performance metrics (e.g., accident frequency rates, lost time incidents) and report on HSE performance to senior management.
- Promote a continuous improvement approach, using metrics and incident reports to identify areas for HSE improvement.
- Recommend and implement safety measures and best practices to reduce accidents, injuries, and environmental incidents.

Leadership and Team Collaboration
- Lead and mentor junior HSE engineers and staff, fostering a positive safety culture and promoting teamwork in achieving safety goals.
- Collaborate with other engineering, operational, and project management teams to integrate HSE considerations into all stages of project and operational planning.
- Actively participate in safety meetings and leadership teams to ensure that HSE priorities are aligned with company goals.

Documentation and Reporting
- Maintain and update HSE-related documentation, including risk assessments, safety audits, inspection reports, and regulatory submissions.
- Prepare and submit reports to management and regulatory bodies, detailing HSE performance, compliance status, and action plans.
- Ensure proper documentation of HSE-related communications and activities for future reference, audits, and inspections.
Key Skills for a Senior HSE Technical Engineer
Health, Safety, and Environmental Knowledge
- Expertise in occupational health and safety (OHS) regulations, environmental laws, and industry standards (e.g., OSHA, ISO 14001, ISO 45001, EPA).
- In-depth understanding of risk management techniques, including hazard identification, risk assessment, and the development of risk mitigation strategies.
- Knowledge of environmental regulations related to waste management, pollution control, and sustainable practices.

We are looking for Senior HSE Technical Engineer with Offshore experience to be based in Abu Dhabi.
Job Description
Minimum Qualification
- Bachelor’s Degree in Chemical / Loss Prevention / Environmental or Equivalent Engineering, preferably with an advanced professional degree in HSE Management. And IOSH , NEBOSH , OSHA Certifications.
- Minimum 15 years of relevant experience in Oil & Gas projects with exposure to various aspects for HSE Management related Concept / FEED / Detailed Design project phases and with minimum 5 years (preferred) in GCC Region.
- Must have at least five years of experience in Similar position in a mega Oil & Gas or Petrochemical projects.
- Be proficient in using software required for carrying out various HSE studies.
- In-depth knowledge and experience of various safety studies and workshops like HAZID, HAZOP, SIL.
- Proficient with UAE and international Codes and Standards, Industry Best Practice and Safety Regulations.
Roles & Responsibilities
- Contribute to the design of engineering solutions and produce detailed designs and specifications.
- Prepare and review deliverables to meet specific project requirements including:
- Project HSE Plans, identify and utilize relevant engineering standards and codes related to Technical HSE Engineering.
- Manage time, cost and quality in engineering projects within a multiple project environment.
- Conduct Technical HSE Engineering activities, site surveys for projects, from initial concept definition phase through to; Engineering studies, FEED, Detailed Design and Commissioning.
- Preparation of loss prevention design documents including, Firewater Systems, F&G detection layouts etc
