Essential Roles and Responsibilities:

  • Ensuring HSSEQ goals objectives and targets are met through personal leadership and involvement.
  • Safe delivery and handover of the Project to the Owner sustainably safely on time within budget ensuring that a quality product is produced that represents best value for the Owner and their Stakeholders.
  • Coordinate and supervise the Loss Prevention engineering aspects of the Assiut Hydrocracking Complex Project to ensure the technical objectives are met within the approved scope budget and schedule.
  • Supervise oversee and coordinate regular and timely technical reviews of Loss Prevention related Engineering deliverables developed by the Contractor and technology Licensors ensuring design optimization in compliance with relevant codes standards and best practices and in close conjunction with Owners functional departments.
  • Co-ordinate and interface with other Technical Departments Business Units Operations and Maintenance functions to resolve technical issues and ensure quality Engineering execution and integrity.
  • Provide technical expertise on all subject matter pertaining to Loss Prevention Engineering during all phases of Project e.g. Engineering Fabrication Installation Pre-commissioning and Commissioning.
  • Responsible for developing and establishing systems procedures and standards for effective implementation of the Project in line with International Codes and Standards Owner specifications local regulations and Owners HSE policies philosophies and requirements for Loss Prevention Engineering.
  • Champion the Project Safety culture behaviors and engagement activities.
  • Reporting to the PMC Engineering Manager and works under his direction.
  • Ensure quality and accuracy of Contractors Loss Prevention Engineering activities.
  • Review and approve Contractors work and ensure compliance with Contract obligations Project specifications relevant codes and standards design philosophy and Industry best practices.
  • Provide PMC Loss Prevention performance data and reports to PMC Management and the Owner.
  • Provide technical guidance to develop new specifications and update existing specifications.
  • Review technical bid submissions and perform technical bid analysis.
  • Participate in Layout P&lD PHASER HAZID HAZOP SIL Layout Safety Reviews PSSR constructability reviews 3D Model reviews safety audits QRA workshops etc.
  • Provide Loss Prevention Engineering expertise in the development and analysis of various design options and business models.
  • Provide technical assistance and coordination with other discipline engineers.
  • Participate in analysis during Contractor and Vendor pre-qualification bid evaluation and performance evaluation.
  • Ensure quality and accuracy of Contractors Loss Prevention Engineering activities and review deliverables including philosophies data sheets specifications layouts close out reports detailed drawings etc. pertaining to risk studies loss prevention systems firefighting equipment muster station TGRs TSRs Safety Signage hazardous areas classifications etc.
  • Review any Project specific Risk Management Systems and criteria pertaining to Loss Prevention.
  • Manager & review of HSEIAs for Loss Prevention Engineering inputs including reviewing hazards and effects registers bow tie diagrams HSECES register HSCES performance standards and procedures etc.
  • Review Emergency Response procedures and plans for Loss Prevention inputs including alignment with Owner specifications and standards etc.
  • Provide assistance and support to Construction Pre- commissioning and Commissioning phases of the works.
  • Review Action Tracking Registers and ensure close out of all Loss Prevention actions arising out of key reviews workshops HSSEQ studies safety related concerns etc.
  • Review technical bid submissions and perform technical bid analysis for Loss Prevention discipline.
  • Provide Loss Prevention Engineering expertise in the development and analysis of various design options and business models.
  • Provide technical assistance and coordination with other discipline Engineers
  • Participate in analysis during Contractor and Vendor pre-qualification bid evaluation and performance evaluation.
  • Assist in the handling of correspondence related to Loss Prevention.

Qualifications

  • Bachelors Degree in Engineering.
  • Masters Degree is an advantage.

Experience Required

  • Strong experience in FEED and Detailed Engineering phases.
  • Experience in Onshore and Offshore ADNOC projects is preferred.
  • Strong Experience in handling offshore PMC projects
  • Wide working knowledge of PMC flow of work considerable engineering knowledge in large O&G Projects each in his specialty considerable knowledge of international codes and standards. ADNOC Offshore & PMC experience.
