About the role
The HR and Office Administrator provides the dedicated transactional and administrative capacity required to keep the Dubai office and UAE employee lifecycle accurate timely and audit-ready. The role owns routine HR administration employee records onboarding logistics HR-system updates and office coordination enabling the Head of HR and HR Specialist to focus on leadership complex casework regional compliance and People Development.
Key responsibilities
Administer approved onboarding employment changes and offboarding checklists for employees.
Collect verify and file employee documents and maintain complete digital and physical personnel files.
Prepare standard letters salary certificates NOCs and routine HR correspondence using approved templates and sign-off routes.
Maintain probation contract passport visa work-permit Emirates ID medical-insurance and other expiry trackers and issue timely reminders.
Coordinate routine visa work-permit medical insurance and banking requirements with employees and approved providers; escalate exceptions promptly.
Act as the primary administrator for the HRIS and maintain accurate employee profiles leave attendance documents and workflow records.
Maintain onboarding and offboarding trackers recruitment-document status and employee-service logs.
Respond to routine employee queries within approved guidance and refer advisory confidential or exceptional matters to the appropriate HR lead.
Support audits by retrieving complete records and correcting administrative gaps within agreed timelines.
Coordinate joining instructions induction schedules document collection account requests equipment readiness and first-day logistics.
Maintain recruitment and onboarding records after decisions have been approved; follow up on documents and agreed actions with candidates and vendors.
Coordinate exit documentation asset clearance system-access removal requests and final record completion.
Coordinate office supplies facilities maintenance access couriers meeting logistics visitors and routine vendor requests.
Submit receipts and invoices for approved purchases to Finance within required timelines and maintain supporting records.
Support office events and scheduled management meetings as requested.
Role boundaries and interfaces
These boundaries preserve clear accountability and avoid duplicated ownership across the HR team.
Routine administration Owns: Processes approved transactions files trackers letters and provider follow-up. Escalates or hands off to: HR Specialist for assigned specialist support; Head of HR for exceptions or decisions.
Visa and insurance Owns: Coordinates routine cases and tracks completion. Escalates or hands off to: Specialist may provide cover or regional expertise; Head of HR owns vendors and material risk.
Employee queries Owns: Answers procedural questions using approved guidance. Escalates or hands off to: Specialist or Head of HR for advice disputes sensitive issues or exceptions.
Employee relations Owns: Maintains documents schedules meetings and records approved outcomes. Escalates or hands off to: Head of HR owns investigations and decisions; Specialist supports assigned standard cases.
Office operations Owns: Owns day-to-day Dubai office administration. Escalates or hands off to: Finance Operations or vendors for their specialist delivery.
Key performance indicators
Accurate and complete employee records and HRIS data.
No avoidable document visa permit insurance or probation expiry missed within the roles control.
Onboarding and offboarding tasks completed by agreed dates.
Payroll and attendance inputs submitted accurately and on time.
Routine employee and office requests acknowledged and resolved within agreed service levels.
Office assets invoices and administrative records remain complete and audit-ready.
Qualifications and experience
Diploma or bachelors degree in Business Administration or a related field preferred.
At least two years of HR administration office administration or employee-services experience in the UAE.
Working knowledge of employment administration MOHRE and immigration processes medical insurance and HR recordkeeping.
Experience using HRIS Microsoft Office and structured trackers.

Working arrangements
Full-time office-based role in Dubai normally five days per week and nine hours per day including a one-hour break subject to applicable law.
Flexibility may be required for onboarding office events or urgent operational needs.
The role may provide administrative support to other locations when assigned but its primary accountability remains Dubai and routine UAE administration.
