- Review tender documents including scope of work, drawings, and specifications
- Coordinate the input from all Offshore Operations departments into a single proposal summary
- Attend bid interviews with Management and participate in Houston reviews
- Ensure all input bid has been reviewed and approved by the Division Manager and General Superintendent and Division Manager before submittal. The Diving Manager is to review and approve all diving estimates
- Determine if any clarifications are required from the company regarding the information provided in the tender documents
- Circulate relevant sections of the tender documents and develop v=briefing documents for all division departments
- Prepare technical clarifications/qualifications about the scope of work, drawings, and specifications and submit them to the Proposal Coordinator
- Determine the sequence of work to be performed
- Determine the equipment to perform the work based on availability, tender requirements, and management bid philosophy
- Determine the crew make-up required for each phase of the project. Update and circulate crew make-ups as required. This includes nationality determinations and alterations to standard changes to cost for alternate nationalities, fuel, catering pricing, etc.
- Determine the duration of work, using historical records for similar jobs where applicable
