Job Description

Roles and responsibilities

  • Normally receives little instruction on routine work, general instructions on new assignments.
  • Conducts surveys to ascertain the locations of natural features and human-made structures on the earth's surface, underground, and underwater, using electronic distance-measuring equipment and other surveying instruments.
  • Operates and manages land-information computer systems, performs tasks such as storing data, making inquiries, and producing plots and reports.
  • Reviews information from survey teams regarding measurement of distances, directions, angles between points and elevation of points, lines, and contours on, above, and below the earth’s surface.
  • Researches legal records, looks for evidence of previous boundaries, and analyzes the data to determine the location of boundary lines.
  • Records the results of surveys, verifies the accuracy of data, and prepares plots, maps, and reports.
  • An experienced professional with full understanding of area of specialization.
  • Works on problems of diverse scope.

Minimum Qualification

Technical Institute Diploma / Bachelor Degree in relevant Engineering field (i.e. Civil, Structural etc.)

Experience

The ideal candidate to be Civil Engineering graduate with minimum 10 years’ experience in similar projects.

  • Interim Payments: Certifying and authorizing interim payments for contractors based on the work completed and the terms of the contract.
  • Final Account Preparation: Compiling the final account at the end of the project, which includes a full record of costs and any adjustments made throughout the project. This final account helps reconcile any cost discrepancies.
  • Post-Project Analysis: Analyzing the financial performance of the project after completion, identifying lessons learned, and applying insights to future projects.

Desired candidate profile

1. Cost Estimation and Budgeting

  • Pre-Construction Cost Estimation: Preparing detailed cost estimates for construction projects, taking into account labor, materials, equipment, and other resources. This is usually done based on the project design, specifications, and site conditions.
  • Budgeting: Developing and managing project budgets, ensuring that costs are controlled throughout the project lifecycle. This involves setting cost benchmarks and monitoring expenses.
  • Cost Planning: Preparing cost plans that allocate funds for different stages of the project, helping to manage financial resources efficiently.

2. Tendering and Procurement

  • Preparing Tender Documents: Assisting in the preparation of tender documents, including specifications, drawings, and contract terms, to invite contractors and suppliers to submit bids.
  • Tender Evaluation: Evaluating the submitted tenders, comparing costs and technical proposals, and recommending the most suitable contractors or suppliers based on cost and quality.
  • Procurement Management: Managing the procurement process for materials and services, ensuring that they are obtained at the best possible cost and quality while complying with project specifications.

3. Cost Control and Monitoring

  • Monitoring Costs: Tracking project expenses and ensuring that costs align with the budget. This involves reviewing invoices, processing payments, and keeping a record of all financial transactions.
  • Change Orders: Managing any changes to the project scope that could affect costs, including changes in design or materials. Quantity surveyors assess the impact of these changes on the project budget and adjust accordingly.
  • Cost Reporting: Regularly updating clients and project managers on the financial status of the project, providing detailed cost reports and forecasting future expenses.

4. Contract Management

  • Contract Negotiation: Assisting in the negotiation of contracts with contractors and suppliers, ensuring that terms and conditions are favorable to the client and that all parties understand their obligations.
  • Contract Administration: Overseeing contract performance, ensuring that contractors adhere to the terms of the contract, including schedules, costs, and quality standards.
  • Dispute Resolution: Addressing any issues or disputes related to the contract, including variations in costs, delays, or quality concerns, and working to resolve them fairly and efficiently.

5. Value Engineering

  • Cost-Effective Solutions: Advising clients and project teams on ways to reduce costs without compromising on quality or functionality. This may involve suggesting alternative materials or construction methods that provide the same result at a lower cost.
  • Efficiency Improvements: Identifying opportunities for greater efficiency in the construction process, whether through improved design, better procurement strategies, or more effective project management.
