Essential Skills and Experience:
Bachelor of engineering in a Mechanical discipline.
Having a total experience of min. 12 years as QA Engineer with strong background of the Oil & Gas Projects environment.
Certified Lead Auditor in ISO 9001 with strong knowledge and experience in leading Project Quality audits.
Certified Welding Inspector (CSWIP AWS etc.) are a strong asset.
Certified Coating Inspector (NACE BGAS etc.) are a strong asset.
ASNT Level II in RT UT PT and MT are a strong asset.
Experience of interfacing with other disciplines i.e. electrical process piping rotating mechanical civil static mechanical HVAC Instrumentation and Control Telecom Electrical and other technical disciplines.
Strong coordination and reporting skills.
Fluent English lingual skills.
Required Competencies:
Strong computer literacy MS Office suite of programs competence and writing skills.
Must be a self-starter highly motivated individual capable of working with limited supervision.
Able to work under pressure within tight schedule timelines without compromising Quality.
Able to proactively identify and address Quality risks and issues.

Worley is seeking a highly skilled and experienced Senior Quality Control Engineer to oversee manage and execute all vendor inspection activities related to Procurement in Oil & Gas sector in EPCM project.
The successful candidate will ensure that all materials equipment and packages procured from global and local vendors strictly comply with project specifications international codes (ASME API ISO ASTM NACE IEC; etc.) and regulatory requirements.
This role requires hands on experience in liaising with procurement and engineering to support development and approval of procurement deliverables including MR/PO/ TBE; etc.
The position requires conducting vendor qualification review/approve all vendor QA/QC deliverables manage and track all vendor inspection activities flag and resolve any quality issues manage Third-Party Inspection (TPI) agencies authorize inspection release from works and mitigate all quality risks before materials arrive at the project site.
Specific Accountabilities:
Develop Project Quality Plans: Establish and implement the Procurement Quality Plan Inspection and Test Plans (ITPs) and Quality Control Procedures specific to material procurement.
Review Material Requisitions & TBE: Evaluate material requisitions data sheets purchase requisitions (PRs) and Technical Bid Evaluation to ensure all quality testing and inspection requirements are explicitly clearly stated.
Vendor Pre-Qualification: Lead the quality technical assessment and auditing of potential vendors manufacturers and mills to ensure their capabilities align with project standards.
Manage Vendor Inspections: Coordinate and oversee global vendor inspection activities including Pre-Inspection Meetings (PIM) hold & witness points and final inspections.
TPI Agency Management: Manage Third-Party Inspection (TPI) agencies ensuring competent inspectors are deployed at vendor shops.
Review ITPs Procedures & Inspection/test Results: Review and approve manufacturers Inspection and Test Plans (ITPs) Welding Procedures (WPS/PQR/WQT) NDT Procedures Inspection and test Reports Punch lists Preservation Deliverables and manufacturing record books (MRBs).
Resolve Quality Issues: Issue track and close out vendor Non-Conformance Reports (NCRs) and Corrective and Preventive Actions (CAPAs).
Source Inspections: Conduct critical shop inspections or spot audits at vendor facilities during key manufacturing milestones.
Release for Shipment: Review final inspection reports and manufacturer certificates (e.g. EN 10204 3.1/3.2) to issue the official Inspection Release Note (IRN) prior to shipment.
Responsible for continual improvement activities to enhance the quality system such as fishbone Root cause analysis Five Why etc.
Responsible for co-ordinating the inspection activities of multi-discipline Third Party Inspectors.
Conducts regular meetings with Vendor and TPIA Inspectors and COMPANY Quality Team to align on project quality goals.
Monitor procurement QA/QC activities and maintain records to support Document Control.
Identify evaluate and respond to all Quality issues.
Support assurance activities of the Project Quality Lead.
Support Goal Zero and participate in HSE activities as defined in the EPCM CONTRACT HSE Plan.
