Job Title: Specialist HSE (Projects) Engineer Offshore Water Injection Project

KBR is growing its Project Management Consultancy (PMC) team for an exciting highprofile offshore water injection project in Abu Dhabi. The ADNOC PMC project role would be based in an Office role in Abu Dhabi and later move to Offshore Site on 6 weeks on/ 3 weeks off rotation.

Job Purpose

The Specialist HSE (Projects) Engineer is responsible for providing leadership oversight and technical expertise in Health Safety and Environmental (HSE) management throughout the lifecycle of the Offshore Water Injection Project. The role ensures compliance with company policies regulatory requirements international standards and project-specific HSE objectives during engineering procurement construction offshore installation commissioning and start-up activities.

The position plays a critical role in fostering a strong safety culture preventing incidents managing project risks and ensuring the safe execution of all offshore project activities.

Key Responsibilities

Project HSE Leadership

  • Provide HSE leadership and guidance to project management engineering construction commissioning and contractor teams.
  • Promote and drive a proactive safety culture across all project phases.
  • Ensure project activities are executed in accordance with approved HSE management systems and procedures.
  • Support achievement of project HSE objectives targets and key performance indicators (KPIs).
  • Act as the focal point for project HSE matters and provide technical advice to project stakeholders.

HSE Management & Compliance

  • Implement and maintain the Project HSE Management Plan.
  • Ensure compliance with:
    • Company HSE Policies and Procedures
    • Local Regulatory Requirements
    • Offshore Safety Regulations
    • International Oil & Gas Industry Standards
    • Environmental Permitting Requirements
    • Client HSE Requirements
  • Monitor contractor compliance with project HSE expectations.
  • Participate in project audits inspections and regulatory reviews.
  • Coordinate HSE assurance activities throughout the project lifecycle.

Risk Management & Safety Studies

  • Facilitate and participate in:
    • HAZID (Hazard Identification)
    • HAZOP (Hazard and Operability Studies)
    • SIMOPS Reviews
    • Constructability Reviews
    • Risk Assessments
    • Job Hazard Analyses (JHA)
    • Job Safety Analyses (JSA)
    • Environmental Impact Assessments (EIA)
  • Ensure project risks are identified documented assessed and mitigated.
  • Verify implementation of risk reduction measures.
  • Maintain project risk registers related to HSE matters.

Construction & Offshore Installation Safety

  • Monitor construction fabrication transportation and offshore installation activities.
  • Ensure safe execution of:
    • Lifting Operations
    • Rigging Activities
    • Working at Height
    • Confined Space Entry
    • Hot Work Activities
    • Marine Operations
    • Diving Activities
    • Simultaneous Operations (SIMOPS)
    • Pipeline and Subsea Installation Activities
  • Conduct worksite safety inspections and field audits.
  • Lead safety walkdowns and contractor HSE reviews.

Contractor HSE Management

  • Evaluate contractor HSE plans and procedures.
  • Participate in contractor prequalification and performance assessments.
  • Monitor contractor compliance with HSE requirements.
  • Review contractor safety statistics and performance trends.
  • Conduct contractor audits inspections and management reviews.
  • Ensure corrective actions are implemented and closed in a timely manner.

Environmental Management

  • Support implementation of project environmental management requirements.
  • Monitor environmental performance during offshore and onshore activities.
  • Ensure compliance with environmental permits and operating requirements.
  • Oversee waste management spill prevention pollution control and environmental monitoring programs.
  • Promote environmental awareness initiatives among project personnel.
  • Participate in environmental incident investigations and corrective action implementation.

Incident Investigation & Emergency Response

  • Lead and support incident investigations including:
    • Near Misses
    • First Aid Cases
    • Medical Treatment Cases
    • Lost Time Injuries
    • Environmental Incidents
    • Property Damage Events
  • Identify root causes and corrective actions.
  • Ensure timely reporting of incidents and lessons learned.
  • Support emergency response planning and drills.
  • Participate in crisis management and emergency response exercises.

Commissioning & Start-Up HSE Support

  • Ensure HSE readiness during commissioning and start-up phases.
  • Participate in:
    • Pre-Start-Up Safety Reviews (PSSR)
    • Operational Readiness Reviews
    • System Handover Activities
    • Start-Up Risk Assessments
  • Verify implementation of safety barriers and control measures.
  • Support safe introduction of utilities chemicals and process fluids.

Training & Safety Culture Development

  • Deliver HSE awareness programs and toolbox talks.
  • Promote behavioral-based safety initiatives.
  • Support competency development of project personnel and contractors.
  • Facilitate project HSE campaigns and safety improvement programs.
  • Encourage workforce engagement in safety observation and reporting programs.

HSE Monitoring & Reporting

  • Monitor and report project HSE performance indicators including:
    • Total Recordable Incident Rate (TRIR)
    • Lost Time Injury Frequency (LTIF)
    • Near Miss Reporting
    • Safety Observation Trends
    • Environmental Performance Metrics
  • Prepare daily weekly and monthly HSE reports.
  • Present HSE performance updates to project and senior management teams.
  • Maintain HSE databases and project records.

Qualifications

  • Bachelors Degree in Engineering Environmental Science Occupational Health & Safety or a related discipline.
  • Professional HSE certification is required.

  • NEBOSH International Diploma / IGC
  • IOSH Managing Safely
  • Certified Safety Professional (CSP)
  • ISO 45001 Lead Auditor
  • ISO 14001 Lead Auditor
  • Incident Investigation Certification
  • Offshore Survival & Safety Certifications (BOSIET / FOET)

Experience

  • Minimum 1015 years of HSE experience within the oil & gas or energy sector.
  • Minimum 57 years supporting major offshore EPC projects.
  • Proven experience in:
    • Offshore Water Injection Projects
    • Offshore Platforms
    • Brownfield and Greenfield Developments
    • Offshore Construction and Installation
    • Commissioning and Start-Up Activities
  • Experience working with international EPC contractors and offshore operators.
  • Previous Middle East offshore project experience is highly preferred.
