The Assistant Operations Manager - OGC is responsible for leading operational performance management and capacity planning across marine and terminal inspection activities. This role provides governance oversight and performance control across multiple Supervisors and inspection teams. The position focuses on KPI management workforce planning productivity optimization quality oversight and alignment of operational delivery with revenue and margin objectives.

Operational Performance Leadership
- Review and challenge weekly KPIs including TAT utilization rework overtime and backlog.
- Lead structured Delivery Review meetings with Supervisors.
- Identify systemic performance gaps and implement corrective action plans.
- Ensure balanced workload distribution across terminals and operational units.
Strategic Capacity & Resource Planning
- Forecast manpower requirements based on sales pipeline and historical volumes.
- Maintain and govern the Inspector Capability Matrix.
- Drive cross-terminal and multi-pool resource allocation.
- Identify recruitment needs and structured cross-training initiatives.
Productivity & Cost Optimization
- Monitor cost per job and overall operational productivity.
- Reduce non-billable hours and inefficiencies.
- Optimize job planning models to enhance margin performance.
- Support deployment of digital performance tracking tools.
Field Governance & Quality Oversight
- Conduct periodic field audits to validate execution discipline.
- Ensure compliance with OI and HSE standards.
- Analyze CAR trends and address root causes.
- Lead continuous improvement initiatives across operational teams.
Delivery Governance & Reporting
- Maintain operational dashboards and reporting frameworks.
- Present monthly performance reports to Branch Manager.
- Ensure operational execution aligns with revenue and margin targets.
Qualifications :
- Bachelors Degree in Chemistry Engineering Marine Studies or related discipline.
- Minimum 8-12 years of experience in Oil Gas & Chemicals operations (marine terminal bunker or inspection environments).
- Proven experience managing Supervisors or leading multi-team operational structures.
- Strong background in KPI management workforce planning and cost control.
- Demonstrated experience driving performance improvement initiatives.
- Experience in multi-terminal or multi-location operations is highly preferred.
