Terracotta Outsourcing is currently sourcing a Head of Facilities – Metro for a major upcoming Metro / Rail Operations & Maintenance project in Dubai.

The successful candidate will be responsible for the overall management and delivery of facilities management services across metro facilities, ensuring safe, efficient, compliant and cost-effective operations.

• Lead overall facilities management and service delivery for metro facilities and associated sites
• Manage facilities KPIs, SLAs and service performance
• Oversee cleaning, pest control, hygiene, waste management and landscaping services
• Manage staff transportation, accommodation, catering and uniforms
• Oversee office, depot and operational facilities
• Manage subcontractors, suppliers and service providers
• Lead procurement, tendering, budgeting and contract management activities
• Support facilities mobilisation and recruitment of facilities teams
• Maintain asset registers and facilities-related contracts
• Ensure compliance with ISO standards, HSE requirements, audits and environmental regulations
• Manage client and stakeholder relationships
• Lead, manage and develop multidisciplinary facilities management teams
• Monitor operational performance, costs and service quality
• Identify opportunities for continuous improvement and operational efficiency

• Bachelor's Degree, Higher Diploma or relevant professional qualification
• 10–12+ years of relevant facilities management experience
• 5–7 years of experience in multifunctional Facilities Management
• 3–5 years in a management / leadership position
• Strong experience in subcontractor, supplier and contract management
• Strong procurement, tendering and commercial management experience
• Experience managing large multidisciplinary teams
• Strong knowledge of facilities management safety, governance, audits and asset management
• Experience with mobilisation and operational transition is highly desirable
• Rail, Metro or transportation infrastructure experience is highly preferred
• GCC experience is highly desirable
• Strong communication, leadership and stakeholder management skills

Candidates should have substantial experience managing multifunctional facilities operations, preferably within rail, metro, transportation or large infrastructure environments. Experience managing multiple service providers, contracts, budgets and multidisciplinary teams is essential.
