Job Description

Roles and responsibilities

  • Ensure that Project is executed in compliance with HSE Management Plan, HSE Management Procedure, Environmental Management Procedure, Potential Risk Register, HSE Audit/Procedure, OHS Systems and any other HSE related documents.
  • Coordinate with the site HSE Team and lead the team along with a clear-cut planning, focus points to be monitored and assign area allocation along with the targets for raising daily HSE observations in different activities and continuous follow up with construction team for closeout.
  • Taking prompt actions for the repeated observation and to prevent from re-occurrence and from indirect loses to the project Budget.
  • Engage senior management to provide leadership and oversight on HSE issues.
  • Provide advise on HSE best practices and recommended improvements incompliance with the legal requirements.
  • Monitor safety performance of on-site workers to determine vulnerability.
  • Identify and remove unsafe or hazardous materials from job sites before each shift.
  • Take part in Accident / incident Investigation, chasing for the evidence and find the causes to prepare a detailed incident report followed by Incident Re-call to prevent from re-occurrence.
  • Check workers to ensure that they are wearing the PPE (helmets, jackets, and gloves) before they begin their shift.
  • Inspect the workplace at the beginning of each day to make sure it is safe for operation.
  • Perform inspection on equipment and tools that workers will use during their shift.
  • Check the stability of scaffolding and make sure that all the components are of good quality in coordination with the scaffold inspector.
  • Perform accident investigation to gauge measures that need to be taken to prevent them the next time.
  • Conducts investigations of all accidents and near-misses and prepares detailed report of accidents / incidents and near miss.
  • Watches out for the safety of all workers and works to protect them from entering hazardous situations.
  • Educate workers about the company’s safety policy and procedures that they need to follow.
  • Store hazardous materials and dangerous equipment in specially designated storage places complying with COSHH procedures.
  • Inspect safety-related complaints such as spills, poisoning and disease outbreaks.
  • Conduct safety training and orientations.
  • Enforce safety guidelines on the job sites.
  • Involves in preparation of Risk Assessment, COSHH Assessment & Reviewing.
  • Ensure the Approved Risk Assessment been communicated to involved parties handling the task as per their scope of work.
  • Develop and submit a comprehensive safety report of each inspection undertaken.
  • Trains and carries out drills and exercises on how to manage emergency situations.
  • Plan, organize and conduct periodical safety campaigns. Conduct ongoing safety communications were deemed necessary to enhance safety behavior and culture.
  • Identify and isolate areas that are potential health hazards by placing signs in a language of understanding and around them.

Requirements

  • Bachelor's degree in Mechanical Engineering
  • Minimum 4 – 5 years experience in design and building projects
  • Well versed in contractual terms and conditions, FDIC & method of measurements especially CESSM.
  • Experience in Measurements, cost comparison

    • Mitigating Risks: Proactively identifying risks and recommending preventive actions to mitigate accidents or harm to employees and the environment.
  • Training and Awareness:

    • Safety Training: Organizing and conducting safety training programs for employees, contractors, and visitors to ensure that everyone is familiar with safety protocols and emergency procedures.
    • Raising Awareness: Promoting safety awareness across the organization, educating employees about the importance of safety and their role in maintaining a safe environment.
  • Incident Investigation and Reporting:

    • Incident Investigation: Investigating workplace accidents, injuries, or environmental incidents to determine their root cause and prevent recurrence.
    • Reporting and Documentation: Preparing detailed reports on incidents, accidents, near misses, and unsafe conditions, and submitting them to senior management and regulatory authorities as required.
    • Root Cause Analysis: Using tools like Root Cause Analysis (RCA) and Failure Mode and Effects Analysis (FMEA) to find and correct underlying causes of incidents.
  • Developing Safety Policies and Procedures:

    • Creating Safety Plans: Developing safety management plans, emergency response procedures, and evacuation plans tailored to the specific risks of the workplace.
    • Updating Policies: Regularly reviewing and updating health, safety, and environmental policies to ensure continuous improvement and compliance.
  • Inspections and Audits:

    • Workplace Inspections: Conducting regular inspections of the workplace to ensure that safety measures are in place, that equipment is functioning properly, and that hazards are addressed.
    • Audits: Performing internal HSE audits to ensure compliance with company policies, safety standards, and legal requirements.
