Work in Kuwait is contingent upon the applicants ability to obtain a work permit from the State of Kuwait which is requested on the applicants behalf by their employer. Effective January 1 2021 the Kuwait Public Authority of Manpower issued new work permit regulations informing contractors that it will not issue a work permit to any individual who is fiftynine (59) years or older and holds a high school grade certificate or less. A bachelors degree or higher is required for all candidates fiftynine (59) years or older. See Administrative Decision No. (520) of 2020 AD Amendment to the Administrative Decision No. (552) of 2018 on Issuing the Work Permit Regulations. Candidates with a current Visa 18 (residency visa) are excluded from the education requirement.

Purpose: Responsible for acting as the senior Global Combat Support SystemArmy (GCSSArmy) for nonexpendable wholesale property under direct supervision. Responsible for indepth research and problem resolution for GCSSArmy applications. Develops formalized training for local users for increased efficiency and accuracy.

Essential Duties and Responsibilities:

  • Performs customer service for all GCSSA related activities in accordance with the GCSSA End User Manual (EUM).
  • Validates monitors and researches all GCSSArmy transactions and provides resolution on complex issues.
  • Provides formalized onsite training and advanced support for GCSSArmy.
  • Produces and edits Standard Operating Procedures (SOP) as required.
  • Provides timely accurate and relevant information to the operations leadership and the customer.
  • Provides oversight for the LIS Operators I/II.
  • Generates reports from GCSSArmy as required.
  • Provides logistical support to other operational and support elements as required.
  • Conducts and participates in scheduled unscheduled inventories and surveys.
  • Performs other related duties as assigned or directed.

Education: High school diploma or equivalent required.

Experience: Minimum five (5) years of functional GCSSArmy and/or relevant legacy U.S. Army STAMIS (Supply and/or Maintenance LIS) experience required. A minimum of three (3) years must be documented GCSSArmy experience. Prior military equipment automation systems related to Class VII accountability experience required.

Specialized Knowledge and Skills: AESIP and/or GCSSA familiarization and experience preferred. Highly proficient in GCSSArmy applications and functions to manage assets (requisitioning receiving reconciliation opening and closing work order and stock control). Ability to track manhour utilization highly preferred. Full knowledge of Army Regulations AR 7102 AR 7355 AR 74026 and DA PAM 7082. Must possess strong knowledge of Army Supply documentation such as DA Form 1348 DA Form 2062 and DA Form 444; and/or Army Maintenance documentation such as DA Form 5988E DA Form 5990E and DA Form 2404. Must be proficient in the use of MS Office including Word PowerPoint Excel and Outlook and other related applications. Must have strong written and oral communications skills. Must have strong interpersonal communication skills and ability to work and communicate with others effectively.

Certification & License: Tier 1 NACI required for all U.S. Citizens. Ability to obtain SAAR approval for NIPR access to USG STAMIS required. 40hour GCSSA certification required. Facility credentials/authorization required: Must be able to obtain and maintain facility credentials/authorization.

Work Environment Physical Demands & Mental Demands: Ability to perform job duties efficiently and effectively. Must be able to work in extreme environmental conditions including dust and high temperatures. Must be able to endure long hours exposure to weather and hazardous conditions. Must be able to lift up to 50 Lbs.
