The idea of ​​establishing an industrial park in our area began to emerge in the late 1980s when a dispute arose between the heads of the Sha'ar Hanegev and Gaza-regional councils (Sdot Negev today), against the background of the nature of the partnership and the part of the councils to rehabilitate the park. The policy of the Ministry of Industry, Trade and Labor was that no more small industrial areas should be established and that large, spatial industrial areas should be established for a number of authorities. Following the appeal of the Sha'ar Hanegev Regional Council, the Ministry of Industry, Trade and Labor agreed to establish the regional park in its area, which will also include Sderot, Netivot, Ofakim, Gaza and Merhavim. However, Mr. Shimon Kalpa (then head of the Gaza Regional Council) and Mr. Shai Hermesh (head of Sha'ar Regional Council) did not succeed. Negev), to reach the required agreements and since the other partnerships also opposed the idea of ​​partnership with Sha'ar Hanegev, Mr. Kalpa began to promote his own initiative. A meeting was convened in Gaza and to which the councils of Merhavim, Netivot, Ofakim and Sderot were invited and the idea was raised to establish an industrial park within the boundaries of the Gaza Regional Council (Sdot Negev). A representative of the Ministry of Industry, Trade and Labor, Mr. Yohanan Levy, was also summoned to this meeting. At subsequent meetings, a suitable area was identified and an application was submitted to the Ministry of Industry, Trade and Labor to establish the park in Gaza. This is where a fierce struggle began between Gaza and its partners and the Sha'ar Hanegev Regional Council, which each side wanted to prove the benefits of establishing the park in its area.
