Consultant Profile Requirements:

  • Minimum of 12 years of experience in organization development consulting.
  • Proven expertise in the following areas:

1. Value Chain Assessment

  • Map the organization s value chain across core support and enabling functions.
  • Identify inefficiencies duplication or misalignment.
  • Benchmark against internal and external best practices.
  • Recommend enhancements to improve value chain performance and alignment.
  • Integrate value chain outputs into the broader operating model.

2. Operating Model Design

  • Assess the current operating model across departments and functions.
  • Design future-state models aligned with strategic priorities and mandates.
  • Develop frameworks for roles governance and interdepartmental workflows.
  • Recommend enhancements to improve cross-functional alignment and accountability.
  • Support change impact assessments and implementation planning.

3. Organization Design

  • Design/redesign org structures aligned with strategic goals and national mandates.
  • Define roles reporting lines and structural boundaries.
  • Develop structural scenarios and workforce distribution models to support leadership decisions.

4. Strategic Workforce Planning

  • Analyze current FTE capacity skillsets and deployment effectiveness.
  • Build workforce planning models linking roles and talent needs to strategic goals.
  • Forecast future workforce needs based on growth and demand outlook.

5. Job Description Development & Job Analysis

  • Conduct job analysis and develop accurate standardized job descriptions aligned with structure recruitment and performance frameworks.

Additional Requirement:

  • Bilingual proficiency in English and Arabic.
