Senior Commissioning Engineer

About this role:

• Assure and promote the application of COMPANY HSE and Safety Engineering rules and specifications;
• Ensure that the F-DBN EPCIC CONTRACTOR comply at all times with safety rules and proactively taking actions as required to ensure compliance;
• Promote safety culture amongst F-DBN PMT personnel and Contractors and proactively report observations;
• Ensure / monitor the safety of personnel and installations as well as protection of the environment in all Commissioning department activities;
• Lead the F-DBN Commissioning activities as follows;
• Preparation Phase:

  - Write and submit for approval the job descriptions for F-DBN Commissioning team;

  - Lead the F-DBN Commissioning team recruitment and mobilization and on boarding;

  - Coordinate and lead the F-DBN Commissioning team;

  - In coordination with COMPANY Commissioning TRP, write all the Project documentation related to Commissioning;

  - Provide assistance to the Contractors during the EPCIC engineering and preparation of the commissioning dossiers including a review of planning and organisational requirements, in order to optimise the schedule and keeping offshore commissioning activities streamlined;

  - Review, comment on and approve the preparation of F-DBN commissioning procedures, reporting tools, including ICAPS, precommissioning status index and the commissioning technical database, the handover dossiers / certification, punch list control, planning and deliverables, ensuring accurate reporting and timely corrective action follow-up by the Contractors;

  - Plan and supervise the preparation of the pre-commissioning and commissioning documentation for F-DBN Project in accordance with COMPANY rules and procedures;

  - Verify that everything necessary to carry out the commissioning activities (logistics, manpower, FATs, vendor, assistance, materials, test fluids & gases, spare parts, temporary supplies, first fills, consumables, tools and test equipment) has been coordinated, planned and mobilized by the Contractors;

  - Ensure ICAPS databases are prepared (pre-commissioning and commissioning) for each discipline;

  - Generate pre-commissioning and commissioning files and the corresponding dossiers;

  - Participate in technical reviews of detailed engineering and various documentations;

  - Ensure the follow-up of internal interfaces and coherence between commissioning disciplines (instrumentation, electrical, mechanical, piping, process and ICSS);

  - Participate in contract technical documentation reviews;

  - Review and validate contractor testing procedures;

  - Organise the various commissioning preparation tasks: work allocation, priorities, schedules, resources (personnel, tools, spare parts, consumables, marine spread) and coordination of the preparation team;

  - Review and approve the F-DBN commissioning management procedures (handover, interfaces, punch lists, internal organisation, etc.);

  - Ensure that the commissioning activities are prepared according to start-up priorities;

  - Ensure that pre-commissioning preparation is consistent with commissioning priorities and system breakdown;

  - Check that pre-commissioning and commissioning activities are correctly taken into account in project schedule;

  - Good interactions with F-DBN Construction team, IOP and FOPS at both onshore and offshore;

  - Ensure the required JSA’s are prepared related to Commissioning activities;

  - Ensure the proper succession of pre-commissioning and commissioning sequences with construction, schedule and operations;

  - Ensure the mobilization of commissioning teams as required;

  - Approve timesheets, rotational plans from commissioning contractor.
