- Provide technical support to the CD, DDO, and Field Coordinator on all policies, procedures, guidelines and planning for staff safety, operational security, and program continuity.
- Evaluate and review the security management updated by field management in compliance with global safety and security standards and requirements.
- Develop and implement humanitarian access strategies and approaches tailored to local contexts in field sites throughout Yemen, including overarching community engagement components.
- In close coordination and cooperation, ensure that IRC, its mission, and work in the areas of operations is known and accepted.
- In close coordination with the DDO, ensure sufficient funds are budgeted in proposals to implement security and safety enhancements for IRC facilities and train IRC staff. Work with SMT to ensure security staffing levels are in alignment with the assessed levels of risk in each location.
- At least once a year organize a dedicated meeting with SMT level to discuss IRC risk appetite for each location.
- Directly manage and coordinate the Humanitarian Access and Security team in country including their day-to-day operation and performance for those based in Aden and in coordination with the Field manager/coordinator for those in the field offices.
