HSSE Manager - Main Contractor FILLED - Opus Recruit Middle East

The Role
We have an opportunity with a tier 1 contractor working with the largest contractor in Bahrain Oman. This would be an ideal opportunity for a candidate with 7 years minimum experience to work with a leading contractor on some major infrastructure & build projects in the Middle East. This role is working with the largest & wellestablished Arabic contractor in Bahrain with a large number of expats within key positions. Job Summary Maintain daytoday oversight of the Plant Departments activities with respect to the implementation of its HSSE & PLT Management Systems and compliance with the HSSE requirements of the companies standard requirements with particular responsibility for lifting and mobile plant safety. Duties Provide professional and technical HSSE & Plant Safety advice guidance information and support to the department with specific responsibilities for lifting and plant safety; Confirm Major Project lifting and rigging standards comply with all local legal and company requirements; Assess the quality and competency of the Plant Department and Major Subcontractor lifting equipment and mobile plant operators; Confirm the Plant Department lifting and rigging programmes meet with relevant local and/ or international Standards to ensure maximum safety wherever possible; Confirm acceptable thirdparty certification of lifting and mobile plant operators; Conduct ongoing competency monitoring of the Plant Department lifting and mobile plant personnel; Support the department to manage crane lifting and mobile plant inspections and audits; Attend review and monitor the Plant Department and Major Subcontractor pretask talks tool box talks method statements Lifting Plan JSAs and risk assessment briefings; Ensure all lifting and mobile plant equipment / materiel is appropriately certified and colourcode standards maintained across the business; Review for acceptability major Subcontractor proposed transportation and lifting activities; Capture and report any safety concerns at the daily / weekly/ monthly safety meetings; Intervene to address any immediate safety issues; Review daily work activities within the Plant department and carry out surveillance on implementation of all HSSE management system requirements; Support implementation of programs for raising HSSE lifting and Plant Safety related subjects within the department and the wider Corporation; Provide coaching and mentoring to the personnel in the HSSE Department to help foster specialist knowledge regarding lifting and plant safety; Provide briefings to Operational personnel on lifting and rigging issues; Provide expertise in daily handling & lifting activities including the categorization of lifts; Support operational teams with Risk assessment and hazard identification; Assist Operational teams with technical review of lifting operations; Support Operational teams with selection of equipment for lifting operations; Review and approve lift plans and engineering calculation for complex lifts; Supervise and physically attend complicated lifts; Perform condition check and fitness for purpose on all major lifting appliances for internal Divisions and Major Subcontractors; To be Involved in external and internal audits of the lifting operations participates in lifting operations incident investigation and analyses Direct Line Manager is Plant General Manager Functional Line Manager is Corporate HSSE Manager

Requirements
Direct Reports Plant Department HSSE team members Plant Department Lifting equipment and Plant Operators Corporation Divisions HSSE and Mobile Plant teams (as required) Requirements Mechanical Engineering Degree Diploma in Lifting Operations NEBOSH Based in the Gulf with experience of working for a Tier 1 Main contractor 10 years Lifting and Rigging experience Specialised thirdparty inspections for lifting equipment and mobile plant Specialised thirdparty training and certification for lifting rigging mobile plant operators Specialised experience with complex lift Extensive operational knowledge of all lifting equipment and mobile plant BHD 2000 per month private medical flight ticket to country of origin annually.
