Job Description
Job Summary:Under the direction of the Chief of Regulatory Affairs, the Industry Regulations Director is responsible of Compile comprehensive list of contracting industry regulations, conducting a detailed review of individual regulations as appropriate, overseeing the current processes and standards related to project management.Administrative Responsibilities:1. Participate in setting the goals, initiatives and plans for the division and manage their execution at the department level2. Manage day-to-day activities and operations, including implementation of all policies and procedures, and recommend potential improvements where appropriate3. Assist in the development and management of financial and human resource requirements (annual budget)​4. Manage, guide and support employees in the execution of their work and develop them to improve performanceFunctional Responsibilities:1. Manage the consultation process for amending industry regulations and standards and promote periodic review and reassessment of the regulations2. Conduct Research international best practices and collaborate with international entities to boost knowledge of regulatory standards and tailor them to KSA3. Establish relations with global similar authorities to obtain insights/best practices and for knowledge sharing4. Propose amendments to existing industry regulations based on market needs/international best practices5. Supervise an implementation roadmap, detailing required activities for implementing the amended standards and regulations whilst taking into account the current state6. Coordinate closely with other governmental entities to ensure the effective implementation of new or amended project management, standards and regulations7. Manage the current processes and systems used in government contracting, tendering and judicial procedures and identify gaps and areas of improvement8. Define standards and regulations related to introduction of e-contracting, including identifying challenges of digital conversions, risks and potential models for e-contracting that properly balance between the benefits of digitization and risks introduced, including data safety and security    9. Work alongside concerned stakeholders at SCA to lobby relevant government entities in the implementation of amended contacting standards and regulations, including standard international federation of consulting engineers based contracts for both the public and private sector10. Establish relations with contracting ecosystem entities to obtain insights and knowledge sharing Requirements·         Bachelor’s degree in Engineering, Legal, Business Administration or equivalent, with a minimum of 10 years of related experience·         Master’s degree in Engineering, Legal, Business Administration or related discipline is preferred·         Prior experience of (3+ years) in a managerial or supervisory role
