PSA Marine Qalhat (“PSAMQ”) is a leading terminal towage company in Sur, Oman. It owns and operates 4 harbour tugs in support of Oman LNG’s activities.PSAMQ is now hiring a Manager (Human Resource) (“M (HR”) and he will be responsible for the full spectrum of human resource (“HR”) activities where he will play a strategic role to attract, develop and retain talent for sustainable business growth and competitiveness. On top of the above, he will be responsible for procuring goods and services for the HR team. The M (HR) is to ensure that all aspects of the ISO certified standards are complied for all the activities that are performed by him.The M (HR) reports directly to both the General Manager (PSAMQ) (“GM (PSAMQ”) and the Senior Manager (Human Resource and Corporate Communications) (“SM (HRCC)”) of PSA Marine (Pte) Ltd (“PSAM”) which is PSAMQ’s parent company.As and when required, he also communicates with the PSAM HR and Corporate Communications (“HRCC”) team, managers, employees, contractors and other pertinent stakeholders.The job duties and responsibilities of the M (HR) include: -HR1. To be responsible for all matters related to the performance of all PSAMQ staff. M (HR) shall ensure timely update of the relevant performance appraisal parameters and compilation of all these parameters for timely conclusion of the performance grades. M (HR) shall also monitor, maintain and update the attendance of all PSAMQ staff. He will also submit the monthly attendance (appended with the relevant supporting documents for any leaves) and onboard allowance report to GM (PSAMQ) of the month by the stipulated deadline;2. To support GM (PSAMQ) in appraisal, promotion, annual increment and bonus exercises, if any and this includes drafting, printing and dissemination of the following letters to all PSAMQ employees where the approval is granted by GM (PSAMQ):a. Annual increment lettersb. Promotion lettersc. Performance bonus lettersd. Special one-off payment letters3. To be responsible for all disciplinary matters of all PSAMQ staff. M (HR) shall ensure enforcement of PSAMQ’s Disciplinary Policy and Procedure and prepare the relevant disciplinary letter for GM (PSAMQ)’s approval and/or arrange for counselling session with the staff concerned;4. To be responsible for the learning and development of all PSAMQ staff and submit a workplan on the training and team building activities/programs (including marine crew’s refresher and training courses to renew the required certificates as well as STCW medical certificates before the certificate expiry date to GM (PSAMQ). M (HR) shall also plan and execute the approved workplan;5. To be responsible for timely renewal of expatriates’ work visa and employment contract before they expire. M (HR) is to ensure GM (PSAMQ)’s approval is sought for the renewal of expatriates’ work visa. Upon the approval of the work visa renewal, M (HR) would follow up with the necessary documentations for the renewal of employment contract;6. To partner the Operations and QHSSE departments and take lead in marine crew’s employment-related matters such as recruitment, discipline, promotion and termination of crew which shall be performed in compliance with all applicable international standards, statutory requirements, laws and regulations related to labour and employment. M (HR) shall schedule quarterly meetings with GM (PSAMQ) to review existing procedures and guidelines in accordance with new labour legislations and propose plans and timeline to ensure compliance with the new labour legislations;7. To take lead in the recruitment and selection process for new/replacement positions in PSAMQ by commencing the sourcing process, arranging and conducting interviews and pre-employment formalities and signing of the offer of letter of employment with the prospective employees. M (HR) shall liaise with the relevant authority for the submission of necessary documents for any successful recruitment and termination of services;8. To develop and implement employee engagement programs with the aim to develop, maintain and improve employee relationships with management as well as to work closely with GM (PSAMQ) to process and assist with grievances and disputes with a view to close them amicably. M (HR) shall plan, propose and implement team building sessions for the office-based staff;9. To take lead in the planning and execution of PSAMQ’s corporate social responsibility programs. M (HR) shall submit a yearly proposal to GM (PSAMQ) for approval and prepare and execute the approved proposal;10. To take lead in preparing and submitting monthly company PASI contribution statement as well as making prompt payment of PASI.11. To take lead in maintaining and ensuring sufficient inventory for office usage. M (HR) shall submit quarterly report on the office inventory to GM (PSAMQ);12. To support GM (PSAMQ) in the drafting of letters and circulars (e.g. NOC letter, service letter, notice to employees) requested by PSAMQ staff and the preparation and dissemination of approved letters to the staff concerned or the approved circulars;13. To perform cross-department internal audit and assist in pre and post ISO external audit. This shall include following up and closing of all the observations and non-conformance reports;PROCUREMENT14. To lead in planning, organizing and executing procurement activities for the HR team to maximize best value and procurement practice;15. To take a lead role in vendor and contract management of the HR team which includes but not limited to:· Liaise with internal and external stakeholders on contract specifications and expectations;· Source, evaluate and select vendors in accordance with prevailing policies and criteria;· Monitor vendor performance and ensure alignment with contract terms and specifications;· Resolve contractual issues between vendors and internal stakeholders;· Ensure proper upkeep of procurement records and documentation;· Evaluate and recommend award of tenders and term contracts according to delegation of authority (“DOA”); and· Prepare procurement approval and award papers;16. To approve purchase requisition and purchase orders relating to HR team according to DOA;17. To assist GM (PSAMQ) in liaising with insurance brokers and companies on insurance matters; andOTHERS18. To perform duties as and when assigned by the GM (PSAMQ) and SM (HRCC).
