BACKGROUND The USAID CITIES Project is a five-year project funded by the United States Agency for International Development (USAID) and implemented by Chemonics International. A key objective of the project is to improve local administration in support of His Majesty King Abdallah II comments on the 27th of January 2005, “…political development should start at the grassroots level, and then move up to decision-making centers and not vice versa”. The CITIES Project, through an integrated approach across technical activities, provides direct technical assistance to implement transparent, innovative and sustainable solutions to improve service delivery, institutional management, citizen-government engagement, and community cohesion in Jordan’s municipalities and governorates, in close coordination with the Ministry of Local Administration (MOLA). The project’s sustainable results and impact are achieved through effective, close coordination with all Jordanian stakeholders and beneficiaries, USAID, and other implementing partners and donor-funded programs working in support of the Hashemite Kingdom of Jordan.
